The White Court was led by the White King (Lord Raith) and later by Lara Raith, who is referred to as the 'White Queen' or 'Lady Raith,' not a countess. The White Council does not enforce a 'Blood Pact' as a general law; the Unseelie Accords govern supernatural nations, and the White Court is a signatory to them, not a separate pact with humanity. The White Council does not have jurisdiction to execute White Court vampires for breaking the Pact under the Accords.
